Rawalpindi Development Authority (RDA) intended to Improve the Traffic at Marrir Chowk through Addition of Two Lanes on Either Side of Murre Road under Railway Bridge, Rawalpindi" on a very fast track basis at cost of Rs. 429.500 – Mllion under Annual Development Programme (ADP) 2011-12 8 2012-13. The Murree Road is passing through the heart of the city and connects with Islamabad on one side and cantonment on the other end. The road is hub of commercial activities in the city. The road is the busiest one in the city and traffic congestion problems are experienced ever since. The project includes construction of 2 additional lanes on either side of Murree Road under Railway Bridge at Marrir Chowk and subsequently construction of widened Railway bridge of two span s (82feet each) Steel Bridge. Overall objectives of the project were:

• Reduce road traffic congestion on this important highway;
• Reduce traffic delays and travel time;
• lmprove traffic circulation in general;
• Improve road network in the city of Rawalpindi; and
• Enhance the economic and environmental conditions of the city.

Always known for our smart solutions to complex challenges, the New Islamabad International Airport, a prestigious and long-awaited project for the Government of Pakistan, was awarded to us in 2015 after it had been highly mismanaged, and the completion deadline was fast approaching. This was a crunch time for us, but we took up the challenge, and now the project’s problems are being streamlined.

Since this project is designed to cater for future aviation requirements, it has been planned in two different phases. The first phase comprising 2,000 acres is for airside aviation related activities. The remaining 1,200 acres are earmarked for commercial facilities. The airport is planned for managing annual traffic of approximately 10 million passengers and cargo facility of up to 150,000 metric tonnes.

The runway, taxiway, apron and other airfield facilities have been completed up to 95%, whereas the terminal building, control tower, cargo complex, and related utilities are at various stages of construction.

This proposed road is planned to be constructed as a 4-lane expressway with bridges over River Indus and culverts as per NHA standards, from Yarak near D.I. Khan to Brahama Bahtar Interchange on M-1. The length of this expressway/motorway is approximately 285 kms and is divided into 5 packages.

The proposed alignment of the project will become part of the Pak-China trade corridor after its completion. In association with NESPAK, our services on this assignment include:

1. Data collection and coordination with relevant departments for SOP maps;
2. EIA report with identification of problematic areas;
3. Hydrology study and hydraulics of major rivers with execution of the following tasks for study: location and extent of the catchments area; high flood level; maximum peak flood discharge; maximum velocity; type of bed material; waterway; and structure profile validation.

To address Pakistan’s transport policy issues, the Pakistan Government requested the ADB to provide Capacity Development Technical Assistance (CDTA) for this project to meet development goals of Pakistan’s Vision 2025. The intended impact of this CDTA will be a coordinated, efficient, safe and sustainable transport system in Pakistan and the outcome will be the improved capacity of the GoP to develop and manage its transport system. As part of this assignment, in which MMP is collaborating with MML, there are five key deliverables:

1. Development and implementation of a holistic national transport policy and master plan;
2. Creation of a transport data observatory;
3. Support Pakistan in accession to, and implementation of, international transport agreements;
4. Support efforts to further implement sound road asset management; and
5. Project management support.

Peshawar’s first bus rapid transit project (BRT) has been planned and designed as a sustainable, low-carbon and climate resilient urban transport system. It is being developed along the main corridor in Peshawar and aims to improve the quality of public transport in the city. The total route length is approximately 26kms and has 31 proposed stops on it.

The detailed design of the project has been completed by the consultants, and based on their satisfactory performance, the client awarded Mott MacDonald Ltd, in association with MMP, the contract for Project Management and Construction Supervision. Our team will also be reviewing the preliminary design and conduct detailed engineering design, as well as prepare bidding documents for civil and building works.

In 2012, Japan International Cooperation Agency (JICA) provided assistance to the Government of Sindh to jointly develop the detailed and comprehensive Karachi Transportation Improvement Project, comprising a Transport Master Plan and Feasibility Study for the Green and Red BRT lines.

The Sindh Government, with ADB’s assistance, selected MML in association with MMP to carry out the detailed engineering design and procurement works for BRT’s Red Line.

Pakistan Railway has selected the consortium of MMP, Canarail, and Crimson Engineering Consultant to review and vet preliminary design/drawings, survey reports, BOQ, specifications of material and execution of works, bidding documents for EPC contract, and the bid evaluation process for the works of overhauling, upgradation and construction of railway track and other allied structures on different sections of ML-1 extending from Karachi to Peshawar.

Our project team will also conduct a verification of, and vet all drawings prepared by the preliminary design consultants including all bridges, tracks, railway stations, signalling system, level crossing, and the electrical power supply systems

The Lower Bari Doab Canal Improvement Project (LBDCIP) was financed jointly by the ADB and the Government of Punjab. Over this 10-year assignment, the general scope of services provided by our consortium comprising NESPAK, MML, ACE and our firm included, inter alia: (i) review and update of recommendations of the PPTA consultants as required; (ii) review and update of surface water hydrology for the site to include recent discharge data for the Ravi River as well as noted and anticipated effects of recent storage provision upstream and continual raising and extension of the flood protection levees; and (iii) review of results of the 2005 hydraulic model tests as a basis on which to specify and supervise additional model studies.

Government of Sindh sought to develop Hyderabad Badin Road Project and engaged MM Pakistan to conduct Feasibility Study and Transaction Advisory Services. The project is to be executed in Public Private Participation mode. It is a 100 km road which starts from southern side of Hyderabad city, runs through District of Tando Mohammad Khan and ends at Badin District.

Government of Sindh sought to Extent the Third Party Monitoring of road sector project in the province of the selected schemes exsicuted before 30th of September with respect to their physical anf financial progress with respect to design parameters, specifications and quality of work. It is a distributed in five different districts and a total of 18 schemes having total length of 833.58 Km. in length.

The policy framework will include: A comprehensive PPP policy document for the rail sector A proposed framework for PPP development in the rail sector covering: Procedures for implementation of policy including interaction with the private sector, other GOP organizations and capacity building for PPP procurement Mechanisms including legal and regulatory requirements which would be required to facilitate PPPs in the rail sector A risk framework for PPP projects in the rail sector A financial framework for PPP projects in the rail sector Relevant operating, design and service standards The essential elements of rail focussed model contracts A list of selected and ranked potential rail PPP projects Other relevant aspects including institutional and approval arrangements, dispute resolution procedures An implementation plan covering the next 2-3 years.

Project Feasibility study and design for Rawalpindi Ring Road city boulevard 56 km road.

Public Private Partnership (PPP) Unit of Finance Department appointed MM Pakistan to review the Developer’s Bid for dualisation of existing 67 km long road connecting Hyderabad city and Mirpurkhas passing through Tando Jam and Tando Allahyar Towns. This tolled road is to be constructed, operated and maintained on Build, Operate and Transfer basis for a concession period of 20-30 years. Consultants services included the following: Developer’s technical proposal review. Review of design criteria. Review of traffic projections. Review cost data and basis of the proposal. Comments on proposal conditions. Analysis / comments of technical and financial capability of the developer. Financial review. Technical review of concession agreement.

The services include detailed engineering comprising of topographic survey, capacity analysis, traffic analysis and forecasting phases, hydraulic design, structural design, financial and economical analysis, cost estimation and construction supervision. The work of construction supervision is in progress.

The project components include significant local participation and consultation in the planning and road maintenance processes. The project will also set the basis for the establishment of institutional frameworks and capacity building to support decentralized management of rural access improvements. The duration of the projects is 14 months in which pilot design and construction of three road segments is involved. The project components include significant local participation and consultation in the planning and road maintenance processes. The project will also set the basis for the establishment of institutional frameworks and capacity building to support decentralized management of rural access improvements. The duration of the project is 12 months involving Construction Supervision of Khamis Bani Sa’ad Al-Kuta’a Road Project (10 km).

The bridge was completely washed out during 2001 flood. The bridge was designed and constructed to increase the water way capacity & to provide safe access facility on both sides of Nullah. The bridge comprises of 3 spans with total length of 72 km. The bridge superstructure consists of RCC deck slab supported on 8 pre-stressed concrete girders. The sub structure consists of transom supported by 5 piers. Walkway of 1.5m wide is provided on both sides of bridge for pedestrian facility. Approach ramp & underpass have also been provided for smooth traffic flow.

The existing bridge was in a very dilapidated condition and flood water of Lai Nullah overtopped the bridge during very high flood period of year 2001. One of its abutment and approach ramp was in constant threat of flood damage. The bridge is redesigned and constructed to increase the waterway capacity and to prove safe access facility on both sides of Nullah. The bridge comprises of 3 spans with total length of 68 m and is skewed at an angle of 38º (Right face). The bridge superstructure consists of RCC deck slab supported on 4 pre-stressed concrete girders. The substructure consist of transom supported by 2 piers. Walkway of 1.5 m is provided on right side of bridge for pedestrian facility. Approach ramp and under pass have also been provided for smooth traffic flow.

The scope of services included the topographic survey, soil investigations for pavement design/evaluation, geometric designs, pavement designs, relocation/accommodation of utilities services, typical construction details and specifications etc.

The project included extensive Topographic Surveys, Road Condition Evaluation Surveys, Soil Surveys, and Traffic Studies. All work were carried out with minimum hindrance to the running traffics. Pavement Designs and improvement of the drainage conditions were carried out. Shifting and relocation of utilities ware also planned and executed with arrangements causing minimum disruptions. Construction was planned to be Supervision with Quality Assurance on specification and time schedules.

Survey of Soil-Gas for 55 Retail Outlets of Shell Pakistan scattered throughout Pakistan was conducted to identify areas of oil pollution in soil due to leaks. Drager Soil Gas detection equipment was used to conduct the survey.

Feasibility study involving the searching out and quantifying and the extent of data available to determine the most appropriate and economic means of obtaining information necessary to determine the physical viability of selected sites (three) for a new LNG terminal.

The main objective of the proposed consultancy services is to support Water and Power Development Authority (WAPDA) in project preparation studies, preparation of detailed designs, bidding documents and PC-1 including engineering, economic, environmental and social studies and construction supervision of all works and activities included under the Tarbela Dam 4th –Extension Hydropower Project (T4HP).

Guddu Barrage was constructed on the River Indus in District Kashmore of Sindh and was commissioned in 1962. Under this project, rehabilitation and modernisation of the barrage is being taken up through two major assignments: feasibility study and design, and construction supervision.

In collaboration with Mott MacDonald Ltd, MMP has been involved in providing construction supervision services for Guddu Barrage’s rehabilitation, including:

The Suki Kinari Hydropower Project is located on Kunhar river between Naran and Paras towns in District Mansehra, in the eastern part of Khyber Pakhtunkhwa. The client, SK Hydro, has contracted a consortium of MMP, MML and Yellow River Engineering Consulting Company, to provide the following services: design review – consisting of a review of both the project design and construction drawings; and project management – consisting of: review of construction plans, detailed specifications and schedules; construction supervision; quality assurance and quality control; health, safety and environmental control; verification of contractor’s invoices; contract management; and services during defects liability period.

The Kurram Tangi Dam is located on the Kurram River in North Waziristan Agency. The actual dam site is located 22km upstream of the Kurram Garhi headworks and 32 km north of Bannu city.

MMP, in association with MML, Pakistan Engineering Services (PES), and Development Management Consultants (DMC), has been required to make a detailed proposal for the scope of construction work to be carried out. Our project team is also required to review the available data and studies, based on which we will determine the need for field investigations. Our main task on this project is to supervise construction of the civil works, the manufacture, supply and installation of mechanical / electrical equipment, and manage various contracts to ensure successful completion of the entire project to get the requisite objectives

The preparation of Tarbela Dam 4th Extension of Hydropower Project (T4HP) was financed by the credit proceeds for the WCAP. The studies carried out so far have identified that this extension project on Tunnel 4, which has been designed as the irrigation tunnel, is technically and economically feasible, without affecting the irrigation release capabilities of Tarbela Dam. Studies also show that the optimum capacity of the hydropower plant on Tunnel-4 is 1,410 MW, comprising three generating units of 470 MW each, with a total annual energy output of 3,840GWh.

Our consultancy services include supporting WAPDA in project preparation studies, preparation of detailed designs, bidding documents and PC-1 including engineering, economic, environmental and social studies and construction supervision of all works and activities included under the T4HP. These works are being carried out in accordance with international standards, and form the basis for project appraisal by the World Bank and the Government of Pakistan. MMP is providing these services in association with MML, Coyne Et Bellier, ACE, and HR Wallingford.

This project has been financed from the World Bank loan for Tarbela Dam’s 4^th Extension. MMP, in association with MML, Coyne Et Bellier, and ACE Ltd. is providing consultancy services on this assignment, the main objective of which is to support WAPDA in project preparation studies, scoping study, and the preparation of: Tender Design, PQ Documents, Bidding Documents, PC-1, and Project Cost Analysis.

• Solid waste generation study including household, commercial, industrial and hospital waste.
• Solid waste composition study providing necessary inputs for calculating organic and inorganic portions, recyclable materials and combustible waste etc.
• Data acquisition for time and motion study to find out existing fleet of vehicles, locations of official primary collection points to the existing dumping sites.
• Also carry out time and motion study for each vehicle which is presently involved in the transportation of solid waste from official primary collection points to the existing dumping sites by giving details of routes and time take for one day.
• Inventory of existing solid waste management physical infrastructure including assets and staff deployed by the towns, as well as all officially designated and non-designated primary collection points.

The Project relates to the mitigation of effluent and solid waste disposal into the canal system of Peshawar Valley.  It covers both the Peshawar and Mardan canal circles for a total of seven major irrigation channels.  The consultancy service oversees a baseline evaluation of the problem through surveys and mapping, qualitative and quantitative estimation of the wastes through sampling and engineering interventions to divert the pollutants for treatment and safe disposal.  The Project concludes with a feasibility report and PC-I to estimate costs for the interventions recommended across the system, including construction of STPs at various locations.

Production of 20 Tax Report Assist PMU of Development projects in Asia which receive assistance from European Commission, aimed at strengthening local ownership of these projects and fostering a democratic transparent and accountable environment.

This project aims to strengthen the existing flood infrastructure and make it more resilient to cope with the changed climate effects on river flooding. The Punjab Irrigation Department has contracted MMP, which leads an association comprising MML and Techno Consult International, to provide the following services: topo-surveys; environmental and social mitigation plans; design of existing infrastructure and construction supervision of civil works with sole responsibility of “The Engineer” on behalf of the client.

MMP, as the lead firm in association with MML, Associated Consulting Engineering (ACE), and Temelsu, is providing the following services on this 5-year assignment:

1. Monitor the physical progress of project activities, including High Efficiency Irrigation systems, improvement of watercourses and precision land levelling;
2. Develop project monitoring information system;
3. Conduct impact assessment studies; and
4. Conduct overall project evaluation.

WASA Lahore has engaged a consortium of consultants led by MMP, including MML and JERS to prepare the Master Plan with a 25-year planning horizon and identification / prioritisation of the project. This includes provision of physical infrastructure including water supply, sewerage, storm water drainage and waste water treatment with detailed designing and costing or the Lahore District to meet the present and future requirements for efficient and effective service delivery.

Our consultants are also assessing the existing infrastructure and proposing rehabilitation and expansion, including reviewing the regularity framework. We are also reviewing the tariff structure and introducing a sound financial management system based on MIS.

The Thor Colony is located in Thora Valley, almost 15kms upstream of Diamer Bhasha Dam. The main objective of the assignment is to protect the Thor Colony against floods, flow of boulders and rolling stones in the tributaries of the Thor Nullah, as well as the upgradation of existing structures, including a 3.6MW power project.

Other services being provided include data collection, surveys, hydrological and geological studies, review of existing structures, detailed design of structures to protect the colony from floods and landslides, PC-1, and cost analysis.

On this 8-year assignment, Sindh Irrigation and Drainage Authority (SIDA), contracted the consortium of MML, MMP and BM Consulting Engineers to provide assistance and support to SIDA and AWBs for institutional reforms. The project’s main objective is to improve and rehabilitate the irrigation system in Ghotki, Nara and Left Bank AWB. Key services on this assignment include: institutional reforms; condition, topographic, geological and other surveys; prioritising and ranking and planning rehabilitation works; detailed designs; cost estimates, benefits, and economic analysis; tender documents; environmental assessment and environmental management plan; social impact assessment and resettlement action plan; water accounting and management system; trainings; procurement of goods and works; contract management and contract supervision; and capacity building.

The Project relates to the mitigation of effluent and solid waste disposal into the canal system of Peshawar Valley. It covers both the Peshawar and Mardan canal circles for a total of seven major irrigation channels. The consultancy service oversees a baseline evaluation of the problem through surveys and mapping, qualitative and quantitative estimation of the wastes through sampling and engineering interventions to divert the pollutants for treatment and safe disposal. WASA Faisalabad Development Authority commissioned MMP for the feasibility study for extension of water resources for Faisalabad city. Our consultants are conducting a study to augment the water availability for Faisalabad, through the induction of an additional 30 mgd of treated surface water by tapping the raw water from canals flowing through the city. Our major services on this assignment include:

1. Design to increase the capacity of the under-construction 10 mgd plant to 20 mgd;
2. Design of a new treatment 20 mgd plant at a suitable site on the eastern side of the city;

In October 2005, a 7.6 magnitude earthquake hit northern Pakistan, claiming more than 73,000 lives; injuring more than 128,000 people; and leaving millions homeless and without schools, health clinics and shops. For the US Agency for International Development (USAID), CDM in association with MM Pakistan (Pvt) Ltd. is implementing a 5 year, $ 120 million design-build contract to reconstruct schools and health clinics, including hospitals, in the earthquake-affected areas of the Northwest Frontier Province and Azad Jammu Kashmir.

There were two sites for the development of parks. One was the Nature Conservation Park, established at Deh Babbar Band, covering an area of about 320 acres rangeland on Super Highway, pertaining to Sindh Forest Department. Other one was in Deh Gaggar, measuring 100 acres on the National Highway, earmarked for establishment of arboretum and research centre.

The 250 rooms hotel and mixed development is being developed on a piece of land admeasuring 13203.67 sq. yards (26.4 Kanals), at Plot – B, Survey No. 131/A-2 situated near Rangers Head Quarter, Lahore. The project will be a mixed-use development, which will contain multiple functions The MMP’s role is as “Pre-Audit Consultants” in this project of very nature. The Pre-Audit Consultant shall perform due diligence and pre-audit on all cost estimates received from various Design Consultants engaged by EOBI through PRIMACO working on their hotel and mixed use development to provide their opinion of the reasonableness of the estimates. The Higher Education Commission of Pakistan’s project of renovation and furnishing of existing buildings and construction of training centre at KHANASPUR (Ayubia) is located in Ayubia (KHANASPUR), 20 km away from Murree. The construction of building for training centre having a covered area of 10300 sft is to be built by demolishing the existing club building. MMP is proud to be the implementing partner for the WeT programme, an offshoot of the BISP, where the aim is to provide conditional cash assistance to the eligible children of BISP’s Unconditional Cash Transfer (UCT) scheme’s selected beneficiary families. The scope of work includes conducting micro supply capacity assessment of the participating public and private school facilities, social mobilisation of BISP beneficiaries, registration, enrolment and admission verification of children, and their attendance compliance monitoring. Apart from Punjab, MMP is implementing this programme in all regions of Pakistan.

To support the early recovery of approximately 350,000 families displaced by the military operation in five FATA agencies, the World Bank has provided support to the Government of Pakistan through the FATA TDP-ERP. To address the access and security challenges and strengthen the programme oversight, the World Bank engaged MMP for third party monitoring to support its activities in FATA. Our project team’s tasks have included periodically monitoring selected project activities and inputs/outputs in five agencies of FATA. These tasks include:

This project will procure and manage technical assistance on behalf of the Federal and Provincial Governments of Pakistan. Provide services on behalf of CEC (UK) to the Punjab. Select suitable staff and monitor their performance. Provide logistic support including project office management. QES of output by local (MMP) staff. Security plan preparation & monitoring. QES, risk assessment & management for the assignment.

Working with the government institutions: Programme Monitoring Implementation Unit/School Education Department, Department of Staff Development, Punjab Education Council, Punjab Education Assessment System; and donors (GIZ, UNICEF, WB and DFID) we are providing a diverse range of technical services to i) enhance fiscal sustainability and the effectiveness of public expenditures including education, ii) enhance the quality of school education; improve and expand access through improvements in school participation and completion rates and reduction n gender and regional disparities, and iv) strengthen school management and governance within the sector. In addition, CE in association with MMP is providing technical assistance to inform the development of key programmes for the next phase of reform. A series of impact evaluations will be implemented in order to inform SED on a range of program activities – these will include Whole School Approach, School Council Capacity building pilot program and Performance-based incentive program for teachers.

The overall objective is to establish and operate a Technical Assistance Management Agency, located in or close to the Programme Support Unit (PSU) to identify, procure and manage TA inputs and facilitate progress in the PDSSP in three key sectors: Health, Education and Water& Sanitation. TAMA plays a key role in attaining the objectives of the Punjab Devolved Social Services Programme. (PDSSP). The focus of work is at Provincial and District Government – supporting policy development and capacity building for improved service delivery.
